OPERATIONS
Summary:
The main function of this position is to monitor and manage the Reliance Globalcom network. This position is responsible for troubleshooting and resolving problems from the customer demarcation to the Reliance Globalcom backbone, including resolving problems with vendor circuits. This position also requires action tracking, ticketing, and managing change control.
Essential Duties and Responsibilities
include the following. Other duties may be assigned which are necessary for the smooth and continued operations of the company.
Effectively troubleshoot and resolve Layer2 and Spanning Tree Protocol issues
Effectively resolve IP Routing issues
Effectively troubleshoot BGP protocol issues
Effectively troubleshoot OSPF issues
Perform performance reporting, testing, and troubleshooting
Communicate to the vendor to resolve vendor related issues
Detailing trouble and network issues before escalating to other groups, this includes details that follow the General Problem-solving Model.
Provide Method of Procedures for maintenance work that will be performed by the NOC and Field Technicians
Find any problems that may require re-design by network architecture
Develop Troubleshooting procedures and Training Labs
Responsible for Tier 1 Functions:
- Fault management of the Reliance Globalcom network.
- Utilize network management software to isolate problems in real-time.
- Acknowledge alarms and follow through using troubleshooting procedures.
- Open and close trouble, maintenance, and change control tickets within a specific time frame, while detailing the issue for the ease of knowledge transfer.
- Contact and deploy the Field Technician for any appropriate problems.
- Resolve vendor circuit issues including contacting vendor if applicable.
- Access routers and switches for maintenance and troubleshooting.
- Escalate issue trouble tickets when appropriate utilizing escalation procedures.
- Update existing procedures and write new procedures relative to essential duties and responsibilities.
- Maintain database to manage Reliance Globalcom equipment and IP addresses.

Required Skills and Abilities:
- Firm Analytical skills
- Understanding TCP/IP including bit-wise subnetting and VLSM
- In-depth knowledge and troubleshooting skills of STP, EBGP, IBGP, and OSPF
- Comfortable with CLI
- Layer 2 and 3 Switching and Routing
- Firm understanding of Enterprise LAN Topology
- Firm understanding of Ethernet networks
- Firm understanding of the General Problem-solving Model
- Understanding of the OSI model and Troubleshooting based on
- Understanding of SNMP and RMON Probes

Education and/or Experience:
Four-year college degree preferred or four years related experience and/or training; or equivalent combination of education and experience.

Ability to read, comprehend and write procedure documents and manuals including equipment hardware and user guides. Communicate effectively to vendors, customers, internal departments, and other NOC engineers. Ability to write reports and documents clearly and effectively.
Reasoning Ability:
Ability to solve problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety to instructions furnished in written, oral, diagram, or schedule form. Strong analytical skills.

Job Description:
The main functions of this position are to provide Tier IV support to the GNOC, audit the configuration and implementation of production network, train the GNOC on new technologies, conduct trials on new technologies, and review network changes. This position is also responsible for overseeing the Reliance Globalcom Ethernet infrastructure in all markets. Other responsibilities include:
- Accept escalation of all technical problems from the GNOC, and drive to resolution.
- Oversee maintenances and network changes.
- Work with local field operations, sales teams and Network Architecture Engineers to develop, deploy and maintain network plans.
- Write and or Review Documented Method of Procedures for each maintenance or implementation.
- Document installations in engineering drawings and inventory databases.
- Conduct network verification testing on new and existing installations in conjunction with network systems engineers.
- Escalate hardware and software issues with equipment vendors; assist in identifying and troubleshooting bugs with network vendors, and find, test, document and implement workarounds.
- Act as a liaison between GNOC, Network Engineering, and Network architecture.
- Responsible for overseeing the implementation of new network architecture/designs on the production network.
- Responsible for training the NOC on new and existing technologies and trouble shooting procedures.
- Perform and write Root Cause Analysis Documents as follow up to Major Network Outages.
- Research and Implement Network Testing tools and procedures.
- Tier IV Engineering support is required 24/7 on a rotating schedule.
- Fluctuations of network problems may require extended working hours.
Requirements:
- Firm analytical skills and problem solving skills
- Demonstrated knowledge of Ethernet and all associated IEEE 802.x standards.
- Understand STP Protocol and or other Layer-2 loop prevention mechanisms.
- Experience using an Ethernet packet analyzer.
- Demonstrated knowledge of TCP/IP, OSPF, BGP, and PIM and Multicast.
- Strong knowledge with MPLS, RSVP, L2VPN and VPLS.
- Experience troubleshooting TCP/IP networks, OSPF and BGP routing issues, and higher layer latency and fragmentation problems.
- Demonstrated experience with creating and maintaining engineering documentation.
- Excellent phone skills and the ability to interact with customers over the phone when conducting service issue troubleshooting.
- Ability to conduct remote troubleshooting on network outages with field technicians at the effected locations.
- Excellent writing skills, with the ability to develop clear and thorough troubleshooting, implementation, and maintenance plans.
- Experience with Juniper Router and Extreme Networks switching equipment or equivalent.
- Strong troubleshooting skills, including the ability to systematically isolate problems.
- Four-year technical degree from and accredited college or university.
- 5 years experience in a position with network engineering roles and responsibilities.
- Calm demeanor and leadership during network troubleshooting.
Preferred Skills:
- Knowledge of multiple Operating systems, UNIX, Linux
- Knowledge of DNS administration
- Knowledge of SNMP and tools using SNMP
- Knowledge of scripting or programming, Perl , C
